The route-board clearance copy was already waiting at Marshport Ledger before Mira said the words. It sat in a cream parcel sleeve behind the annex counter, half under a red legal-hold tray, with ROUTE BOARD CLEARANCE COPY typed across the tab in black ink. Rainwater from Sienna's coat still dripped onto the tile when Noah saw it and stopped so sharply that Tessa ran into his shoulder.
"I did not send that here," Noah said.
Daria Vale, the night editor who had shut his login three weeks ago, put one hand on the tray. "You are still not authorized behind the annex line."
"He is not asking to be," Mira said. She set the Storm Map Fifty-Two strips on the public counter, then the hotel pages, Shelter Roster Fifty, the Blue Receipt, the tribunal print, Rail Paint Intake Forty-Eight source confirmation, HBI-4, Medical Tag Forty-Six C-7D, and Pike's AUTHORSHIP DISPUTED clean sample packet. "Your paper ledger has a custody sleeve before my demand. Process the paper."
Noah lifted his phone, angled it at the counter, and kept both feet on the visitor side. The login terminal beside Daria flashed his name in gray: ACCESS DISABLED. LOCAL CAPTURE ONLY.
Sienna stood close enough for the annex camera to read the red keycard in her left hand and the Room 417 seal in her right. She did not set either down. The black bracelet had left a wet mark around her wrist. "My room is not released."
Daria looked at the seal, then at the red tray. "Then the newsroom cannot take custody of claimant property."
"It is not taking my property," Sienna said. "It is saying who tried to use my property to clear a route."
Rusk's voice came through Pike's phone before Pike entered the annex. "Do not process. Newsroom notes, route-board pages, and counsel-listener material are privileged and contaminated."
Pike pushed in with a courier in a blue rain shell. The courier carried a flat lockbox with a Calder hazard sticker already peeled back from one corner. Pike nodded toward the cream sleeve. "Safety copy pickup. The route board is condemned. The copy leaves under legal hold."
Jalen moved in front of the lockbox without touching it. "You found the pickup counter fast."
Tessa planted herself beside him. Her hands shook, but she kept her voice level. "He cannot take the sleeve before the ledger says why it is here."
Daria's fingers tightened on the tray. "Noah, move your camera."
"I am on the public side," Noah said. "No login, no desk access, no upload."
Mira slid the first route-board strip under the glass lip of the paper ledger station. The old scanner beneath it woke with a green line. Daria did not touch the keyboard. She reached for a blank refusal pad.
Sienna raised the seal higher. "If you refuse, write that the sleeve was waiting before we named it."
The green line on the ledger station turned amber. OBJECT STATE REQUIRED: CLAIMANT ROOM SEAL VISIBLE. RELEASE NOT GRANTED. PAPER CUSTODY TEST AVAILABLE.
Daria stared at the screen. "That station should not be reading her seal."
"It is reading the route-board strip," Mira said. "The strip says her seal state was part of the clearance path."
Pike stepped toward the tray. Jalen shifted with him, empty hands up for Noah's camera. The courier whispered, "Mr. Pike, legal hold says immediate transport."
"Then the ledger can say that too," Tessa snapped.
Daria placed the cream sleeve on the scanner bed as if the paper might burn her. The station drew in the Storm Map strip first, then tapped against the sleeve. A dot-matrix printer inside the counter began to chatter, slow and ugly. Rusk said, "Daria, you are creating derivative contamination."
"No," Sienna said. "You created the route."
The first ledger line printed on narrow paper. Daria read it silently and went pale.
Mira held out her hand. "Public counter copy."
Daria tore the strip and placed it on the glass.
Mira read aloud before Pike could speak. "Parcel Ledger Fifty-Three. Intake object: Route Board Clearance Copy. Arrival time: 04:19. Requesting field: Holt final-review support. Courier preclear: Pike hazard crew. Counsel listener: Rusk. Holding desk: Marshport Ledger annex legal-hold tray."
Noah's phone dipped, then rose again. "They delivered it here after the hotel node but before the board was called damaged."
"Read the destination," Sienna said.
Daria did not move.
Mira looked at the strip. "Destination pending: City Hall medical-tag reconciliation path. Required attachment: Medical Tag cross-index for route-board clearance copy. Release condition: hotel support clearance may resume if claimant seal is scanned, absent, or marked unavailable."
Pike's face flattened into something official and empty. "That is an internal routing description, not evidence."
"It says my seal again," Sienna said. Her voice was small for one sentence, then steadier. "It says absent."
Tessa turned on Daria. "You were going to let them file a paper that made her absence useful."
Daria swallowed. "The tray was delivered under legal hold. I did not open it."
"But you logged it," Noah said.
Daria pointed to the disabled terminal. "The system logged it when the courier badge crossed the annex reader. I did not approve Noah access. I did not approve publication."
The ledger station chimed twice. SECONDARY CUSTODY FIELD BLOCKED. PRODUCE REFUSAL OR ATTACHMENT.
Pike reached for the lockbox again. "Refuse it."
Sienna put the Room 417 seal against her own chest, not the scanner. "Attach what it asks for."
"Sienna," Holt said from Pike's phone, and the annex went still. "Resident safety cannot wait for every archival branch."
"You keep saying safety when you mean my room," Sienna answered.
Mira fed the hotel page and Shelter Roster Fifty under the glass lip. The station rejected them, then accepted the Blue Receipt when Sienna set it beside the glass without letting go. It printed a second strip faster than the first.
Daria read this one aloud, because refusing would have been louder. "Route-board clearance copy cannot close through newsroom legal hold while source confirmation, HBI-4, Medical Tag Forty-Six C-7D, Pike sample authorship dispute, and claimant nonrelease remain active. Paper custody requires City Hall medical-tag cross-index before hotel support clearance."
Rusk cut in. "Stop reading."
Daria kept reading, and her voice cracked. "Cross-index target: Medical Tag at City Hall Archive Fifty-Four. Produce route-board clearance attachment before any claimant-room support clearance resumes."
The courier stepped back from the lockbox. Pike did not. He looked at Sienna's fist around the seal, then at Noah's disabled login glowing gray on the terminal, then at Jalen and Tessa blocking the only clean path to the door.
"You have made a newsroom custody issue out of a safety copy," Pike said.
Mira gathered the two ledger strips and the cream sleeve copy Daria had stamped on the public side. "No. You made a safety copy out of her room."
The annex printer woke one last time without being touched. Its final line crawled out under the counter light: CITY HALL ARCHIVE 054 MUST PRODUCE MEDICAL-TAG CROSS-INDEX ATTACHED TO ROUTE-BOARD CLEARANCE COPY. HOTEL SUPPORT CLEARANCE HELD.
Sienna did not smile. She looked at the red tray where the sleeve had been waiting, and then toward the courthouse street that led uphill to City Hall. "If they needed a medical tag to move my room, we make City Hall say whose tag they borrowed."
