The ruined shelter had not waited quietly. By the time Mira brought the hotel pages through the service-bay gate, a yellow tag already hung from the storm map: WEATHER DAMAGE, DO NOT RELY. Under it, a fresh gray cover strip lay across the lower route board, taped so neatly that rainwater beaded on the plastic instead of soaking the paper beneath. Through one lifted corner Mira could read ROUTE BOARD 052. Jalen stopped short. "That was not there when we left last time." "It went up after the hotel node printed," Tessa said. She kept both hands wrapped around the cart handle, knuckles pale, the folder stack under a clear tarp: Shelter Roster Fifty, the Blue Receipt, the tribunal print, Rail Paint Intake Forty-Eight source confirmation, HBI-4, Medical Tag Forty-Six C-7D, Pike's clean sample stamped AUTHORSHIP DISPUTED, and the two hotel pages that had made Holt a challenged receiver. Noah lifted his phone, but only to the shelter's cracked clock, the wet tag, and the cover strip. "Local record. No upload." Sienna stepped to the board with the red keycard in her left hand and the Room 417 seal in her right. The black bracelet circled her wrist above the seal cord. She held the seal visible, not against the reader mounted on the map frame. The reader's screen woke anyway: ROUTE BOARD 052 LOCKED. PRESENT CLEARANCE MATERIAL OR WEATHER-DAMAGE WAIVER. Pike came out from behind the collapsed supply cage with two Calder workers. One held a pry bar. The other had a roll of gray tape tucked under his elbow. Pike's jacket was dry at the shoulders, which meant he had been inside before them. "You cannot use that board. Condemned structure, damaged map, no route reliance." Mira laid the Chapter 051 hotel page against the document lip. "Then reject it on the board." "Hotel material is not route material," Rusk said from Pike's open phone, his voice tinny under the rain. Sienna raised the red keycard. "The hotel said this board has to compare before clearance resumes." "The hotel node was challenged," Pike said. "Exactly," Sienna answered. "So challenge it here." She touched the red keycard to the side reader and kept the seal in her fist. The board chirped, a lower, older sound than the hotel reader. OBJECT VISIBLE. RELEASE NOT GRANTED. COMPARISON MODE AVAILABLE IF CLAIMANT OBJECT REMAINS IN VIEW. One Calder worker reached for the cover strip. Jalen put himself between the pry bar and the board. He did not shove. He only stood where Noah's phone could catch his empty hands. "If it is weather damage, let the machine say it before you tape it twice." The worker looked at Pike. Pike looked at Mira. "Your witness is interfering with safety work." Tessa moved beside Jalen. "Your safety work started after Holt got downgraded." Mira slid the hotel page under the lip. The board rejected it once: RECEIVER OUTPUT REQUIRES CLOSURE OVERLAY. She added the Shelter Roster Fifty page and the tribunal source-before-support print. The reader light went green, then amber. COVER STRIP OBSTRUCTS OVERLAY FIELD. Pike smiled. "There is your answer." Sienna did not step back. "No. It says the strip is in the way." She kept the seal high enough for the reader's lens and pulled the loose corner of the gray plastic with two fingers. The tape stretched and snapped. Rainwater ran down, carrying a smear of blue dust. Under the strip, the map was not ruined. It was clean, newly laminated, with a black route line drawn from the tenant hotel service bay to the ruined shelter board and then out toward the newsroom district. The screen changed before anyone spoke: CLOSURE OVERLAY FOUND. ROUTE PREPARATION PATH ACTIVE. Holt's voice entered through the mounted speaker, not Pike's phone. "Sienna, stop touching the board. Resident safety clearance depends on confirmed routes." Mira looked up at the speaker grille. "You are live here too." Holt did not answer. The board drew in the hotel page. A printer below the map coughed once, jammed, then began to pull. Rusk said, "Prepared route fields do not establish source authority." "Read the comparison," Mira said. The first strip came out damp at the edges. Noah did not take it. Sienna did. Her hand shook, but she read before Holt or Pike could fill the silence. "Storm Map Fifty-Two. Test input: Keycard Node Fifty-One challenged receiver output. Claimant object state: Room 417 seal visible, release not granted. Source state: Rail Paint Intake Forty-Eight confirmed. HBI-4 open. Medical Tag Forty-Six C-7D active. Pike support sample authorship disputed." Pike's jaw tightened. The worker with the tape lowered his arm. Sienna kept reading. "Closure Overlay path prepared to carry Holt receiver field into route clearance if claimant seal scanned, absent, or marked unavailable. Preparation source: service-bay route board maintenance account. Requesting desk: Holt final-review support. Counsel listener: Rusk. Field runner: Calder hazard crew." Tessa made a sound like she had been hit. "They made the road before they finished proving the room." "They made the road so the room could be called proven," Mira said. The second strip printed with a dark vertical band. Jalen reached for it, then stopped and let Sienna take it because the board still wanted her object state. Sienna swallowed. "Route-board result: Keycard Node Fifty-One cannot resume hotel support clearance through clean sample while source confirmation, HBI-4, C-7D, and claimant nonrelease remain active. Closure Overlay rejects weather-damage waiver. Receiver path challenged." Holt's voice went flat. "That board is not certified for current resident movement." "Then why did it have my room in it?" Sienna asked. The mounted speaker clicked. For one breath there was only the rain running through the broken roof and the little printer ticking itself cool. Then Pike said, "Do not answer that." Mira took the second strip and held it beside the hotel page. The route line, the 04:12 Holt field, and Caldwell's claimant-room satisfaction rule now sat in one visible chain. Not source proof by itself, not identity proof by itself, but a prepared path for clearing Sienna's room before the source fights ended. The board refreshed a final line. NEXT CUSTODY REQUIRED: PARCEL LEDGER AT NEWSROOM 053. PRODUCE ROUTE-BOARD CLEARANCE COPY BEFORE HOTEL SUPPORT CLEARANCE. Noah lowered his phone. "The Ledger annex still has paper custody even with my login dead." Rusk's voice sharpened. "Any newsroom material will be privileged and contaminated." Tessa looked at the fresh route line leading toward the newsroom district. Her face had lost its fear and kept the anger. "Then we make them contaminate it in front of us." Sienna folded the two strips into Mira's folder without letting go of the seal. "No room release. No clean sample. No weather story." She looked at the covered strip hanging torn from the board. "If the newsroom has the clearance copy, we go before they learn how to tape that too."
