The frozen pull slip was already taped to City Hall Archive's brass counter when Mira reached it. Rainwater ran off her sleeve and darkened the green marble, but the paper stayed dry under a strip of clear archive tape. ROUTE BOARD CLEARANCE COPY - MEDICAL TAG CROSS-INDEX. HOLD FOR FIELD REVIEW. No one at the counter looked surprised to see her.
Sienna saw it too. Her hand tightened around the red keycard and the Room 417 seal until the plastic edge clicked against the old brass rail. "They pulled it before we came." Mira kept her eyes on the taped slip. "Before we asked."
Alden Merrow, the archivist on duty, did not take the Marshport Ledger strips from her hand. He stood behind the counter with his palms flat beside the taped slip, as if touching either would start a machine he was trying not to wake. Behind him, drawer C was chained shut with a red disaster-property band. A second tag hung from the handle: MEDICAL PRIVACY REVIEW - COUNSEL HOLD.
Noah lifted his phone from the public waiting line. "Local camera only. No upload. No City Hall terminal." Rusk answered from the stairwell, "You should not be recording medical property."
Pike came in behind him with the same blue-shell courier from the newsroom. The courier carried the flat lockbox, now sealed with a new white City Hall sticker over the peeled Calder hazard corner. Tessa and Jalen moved without speaking, taking the two empty places between the courier and the counter.
Alden looked at them. "The cross-index is frozen."
"Then write the freeze," Mira said. She set the Chapter 053 ledger strips under the glass lip one by one: route-board clearance copy, Holt final-review support, Pike hazard courier preclear, Rusk listener, City Hall medical-tag reconciliation path. "And write that the freeze was waiting before we brought the sleeve stamp."
Rusk put a folder on the counter, careful not to cross the brass line. "Medical-tag reconciliation cannot proceed from newsroom material. It would contaminate protected health information and privileged counsel review." Mira did not move the strips. "We are not asking for a name. We are asking which field you attached to a route-board clearance copy." Rusk said, "That is a distinction without protection."
Sienna raised the Room 417 seal to the glass. She did not set it down. "My room is not your protection."
The archive counter lit with a low amber strip. Alden stepped back. The taped pull slip fluttered though no air moved through the room, and the reader under the brass lip printed one line across a gray screen: CLAIMANT SEAL OBJECT PRESENT. RELEASE NOT GRANTED. FIELD-BASED CROSS-INDEX AVAILABLE.
Alden whispered, "It should not be able to read that from there." Mira said, "It is reading the route-board strip. Same as the annex ledger."
Pike moved toward Tessa's shoulder, and Jalen's hand came up, empty and visible. "Do not crowd her." The courier said, "My instruction is to retrieve the sleeve and any derivative city material." Tessa did not look away from Pike. "Your instruction arrived before the city told us what it was hiding."
Holt's voice came through Pike's phone, crisp with hotel lobby noise behind it. "City Hall cannot keep resident support clearance suspended because a private seal is being waved at every desk."
Sienna's face changed at the word private. Not smaller. Harder. "You made my private seal a public route."
Alden pulled the refusal pad toward him. Mira tapped the taped slip. "If you refuse, refuse the cross-index by field. Route-board clearance copy. Medical-tag reconciliation path. No casualty-name search." The amber strip turned red. REFUSAL REQUIRES DRAWER STATE.
Alden swore softly. Rusk said, "Do not open the drawer." Alden's fingers stayed on the refusal pad. "I cannot refuse without a state."
He unlocked the red band with a key from his belt. The chain fell against the drawer face with a hard sound that made every person at the counter flinch. He opened C only two inches. A stack of gray cards sat inside, bundled by hospital-blue thread. On top lay a narrow index card with a route-board stamp in the corner and a black slash through the casualty-name box.
Mira's mouth went dry. "Public counter copy." Alden said, "It is medical property." She pointed to the black slash. "Then cover the name fields. There should not be one if the casualty box is slashed."
Alden slid the card into a redaction sleeve before he placed it under the glass reader. Sienna kept the seal lifted near her own collarbone, not the counter. The screen pulsed once, rejected the first read, then asked for the ledger strip. Mira fed the Parcel Ledger Fifty-Three strip beside the redaction sleeve.
The printer behind Alden woke with a cough. Rusk's folder snapped shut. "This is exactly the derivative contamination I warned you about." Noah answered from the line, "No. It is the city system matching its own pull slip."
The first strip came out in uneven letters. Alden stared at it too long, then tore it off when Mira held out her hand. He placed it on the glass.
Mira read before Pike could step closer. "Medical Tag Cross-Index Fifty-Four. Source request: Route Board Clearance Copy. Cross-index field: HBI-5 provisional hearing-badge field. Handler attachment: O. Vane temporary overflow, hospital records desk pre-merge queue. Clearance use: claimant unavailable or seal scanned permits hotel support clearance to resume."
Sienna let out one breath. "Unavailable." Holt's voice sharpened. "That is not a clearance approval. That is a support condition." Mira looked at the phone in Pike's hand. "It is a condition that works if she disappears from the room."
Pike pointed at the strip. "It says provisional. You cannot build a claim from a provisional field." The archive reader answered before Mira did. SECONDARY FIELD BLOCKED. PRODUCE HEARING-BADGE ATTACHMENT OR REFUSAL.
Rusk leaned over the folder. "Refuse it. Medical privacy." Alden reached for the refusal pad again, and the screen flashed. REFUSAL REQUIRES HBI FIELD STATE.
Sienna stepped closer, still outside the brass line. "You need my seal visible to say you cannot use it." Alden's face had gone gray. "I need the system to stop making me choose." Tessa's voice shook but carried through the room. "No. It already chose you. That is why the paper was waiting."
Jalen nodded toward Noah's phone. "Say what the HBI field is."
Alden drew a second card from the drawer, smaller and edged in blue cloth. It had no name. Only HBI-5, a time block, and a hospital desk routing stamp. When he slid it into the redaction sleeve, the room seemed to lean toward the counter. Even Pike stopped moving.
The printer ran faster this time. Alden read because Mira did not take the paper from him. "HBI-5 provisional field attached to Route Board Clearance Copy before final hotel support review. Purpose: hold medical-tag reconciliation open until Hospital Records produces hearing-badge field state. If field state shows claimant absent, scanned, or unavailable, hotel support clearance may resume through Holt receiver desk."
"And if the field state shows present?" Mira asked.
Alden swallowed. The printer gave one last line. Sienna reached for it herself, but Alden placed it where she could read without surrendering the seal or crossing the brass line.
She read slowly. "If claimant object-present and release not granted, HBI-5 cannot clear hotel support. Hospital Records Desk must produce hearing-badge field before any claimant-room support clearance resumes."
Holt went silent. Pike looked at Rusk. Rusk looked at the chained drawer, then at the courier's lockbox, as if the box had become too small for the problem.
Mira gathered the two strips, the redacted cross-index copy, and the ledger strip. "Chapter Fifty-Five is Hospital Records." Noah lowered his phone just enough to catch Sienna's face. "Local copy saved."
Sienna kept the Room 417 seal against her chest. Her hand was trembling now, but the seal never touched the counter. "They tried to make a medical badge say I was not here."
The archive printer clicked once more without Alden touching it. Its final label slid under the glass lip: HOSPITAL RECORDS DESK 055 MUST PRODUCE HBI-5 HEARING-BADGE FIELD STATE BEFORE HOTEL SUPPORT CLEARANCE. CLAIMANT RELEASE NOT GRANTED.
Mira looked toward the hospital corridor connector beyond City Hall's side door. The lights there were already turning from green to yellow. "Then we make the hospital say whether they built a badge for an absent girl standing right in front of them."
