Hearing Badge at Hospital Records Desk 047

Hospital Records had already placed HBI-4 in the final-review merge queue. The notice glowed across the desk glass before Mira reached the counter, white letters over a blue field: provisional hearing-badge intake, merge pending, hotel support review active. Sienna stopped at the public seam and set her clear folder against her chest instead of the counter. Inside it, the City Hall Medical Tag Forty-Six strips lay on top of the C-7D screen copy, with the red keycard, Blue Receipt, bracelet, hotel print, route-board print, parcel strips, and Room 417 seal visible underneath. Noah lifted his phone only high enough to catch the queue notice and the wall clock. "Local copy running. No Ledger login. No hospital login." Tessa took the visitor chair nearest the security camera. Jalen stood by the paper return slot with both hands open. Pike came through the corridor door behind a records supervisor, and Rusk's voice was already on speaker. "City Hall produced an object match," Rusk said. "Hospital Records should merge it under disaster review. There is no need for a badge field." The clerk behind the glass, Ada Kline, looked worse than she had during HBI-3. Her badge hung crooked, and the pen in her hand had snapped at the clip. "HBI-4 is provisional. We cannot process it from a City Hall strip without family medical release or name confirmation." Sienna put the Room 417 seal edge outward but kept her thumb over the release face. "Object present. No release. No name search." Ada's eyes flicked to Pike. "The queue says hotel support review." "Then read why," Mira said. She slid nothing through the slot. She held the City Hall strip flat against the glass. "Medical Tag Forty-Six says Room 417 cannot close through the tag without claimant release. HBI-4 must produce the badge field before hotel final review." Pike stepped close enough that the camera over the ceiling would catch his shoulder beside Sienna's folder. Jalen shifted one foot. Pike stopped, smiled thinly, and pointed at the City Hall strip. "That strip is not hospital custody. It is municipal interpretation." "It is a command not to let you use C-7D as clearance," Mira said. Ada opened a menu. The first prompt read name merge. The second prompt read release clearance. The third was grayed out: badge field production. Holt's call lit Sienna's phone before Ada could choose. The screen preview said final review hold expires at 05:34 unless hospital support clears. Sienna turned the phone toward Noah's camera, then set it faceup against the glass. "If this desk clears my room, it says that on camera." Ada whispered, "I cannot pause a merge without a live badge object." Mira pointed to the City Hall strip. "Medical Tag Forty-Six says HBI-4 provisional intake review. That is your live badge object." Rusk cut in. "No. That is a derivative reference. The claimant is trying to use protected medical material to hold a room." Sienna's voice stayed low. "They used the room to move the medical material." The desk went quiet. Even Pike looked at her then. Ada pressed the grayed field and the terminal rejected it with a red blink. Badge object required. She swallowed and reached for the scanner tray. "No surrender," Mira said. "Mirror only," Ada said, too quickly. "Object-present mirror. If it rejects, I issue refusal." Sienna lifted the City Hall strip with her right hand and the seal with her left. She did not put either into the tray. Ada turned the scanner outward, an awkward angle that made the machine whine. The reader caught the strip through glass, then the seal edge, then the Blue Receipt under the folder flap. The prompt changed to amber. Claimant release available. "No," Sienna said. Ada froze. "Read the other line," Mira said. Ada's mouth tightened. "Non-consent badge field available." She clicked it. The printer under the counter shuddered hard enough to rattle the pens in their cup. A narrow page crawled out and stopped halfway. Pike's hand moved toward the slot. Tessa stood from the visitor chair. "Camera sees him reaching." Pike dropped his hand. Ada tore the page with two fingers and held it to the glass. "HBI-4 provisional intake. Medical Tag Forty-Six received from City Hall C-7D object match. Prior HBI-3 source tag attached. Hotel support review active. Claimant release not recorded." Noah repeated it into his phone. Sienna did not breathe until he finished. Mira tapped the bottom line. "Who queued the merge?" Ada looked at the supervisor. The supervisor looked at Pike. Pike said, "Do your job." Ada pressed another key. The terminal flashed a warning, then printed a second strip. "Merge queue requested through Holt final-review desk copy," she read. "Pike support-envelope bridge active. Rusk listener attached. Purpose: convert C-7D object match into hotel support clearance unless badge field remains open." Sienna's face went pale, but she kept the seal upright. "Unless it remains open." "Then keep it open," Mira said. Ada tried. The terminal asked for physical source confirmation. A small diagram appeared, not of a badge but of a paint-marked intake card. The label beside it read Rail Paint Intake Forty-Eight. Pike gave a short laugh. "Worksite again. You cannot drag every hospital field to a rail yard." "Your support envelope keeps doing it for us," Jalen said. Rusk snapped, "Hospital Records cannot order worksite production." Ada was reading ahead, and her voice changed. "It is not ordering production. It is refusing merge until source confirmation." She printed the third strip before anyone could stop her. "HBI-4 badge field remains open. C-7D cannot support hotel final review until Harbor Worksite produces Rail Paint Intake Forty-Eight source confirmation. Prior HBI-3 attachment must stay attached. Claimant release not recorded." Holt's call came again. This time Sienna answered on speaker without touching the seal. "Hospital Records just said your support clearance is blocked." Holt breathed once, sharp and panicked. "Sienna, if you leave the desk without resolving this, Room 417 goes to exceptional review." Sienna looked at the badge strip in Ada's shaking hand. "Then write that you need a rail yard to take my room." Mira waited until Ada slid the duplicate strips through the tray, then let Sienna nod before she touched them. Noah backed toward the exit, still filming the desk notice as it updated. The blue screen no longer said merge pending. It said HBI-4 badge field open, rail source confirmation required. Pike was already turning toward the service elevator. "You are losing minutes." Sienna tucked the hospital strips above the City Hall copies, not over them. "No," she said. "They are running out of places to hide the same minute." Mira looked at the last printed line and felt the next fight harden into a place. "Chapter Forty-Eight target: Harbor Worksite. Rail Paint Intake Forty-Eight. Source confirmation before HBI-4 can merge."
