City Hall had frozen C-7D before the rain had finished drying on the newsroom strips. The archive window showed the notice in blue glass letters when Mira reached the brass line: DISASTER MEDICAL PROPERTY. NO NAME SEARCH. NO RELEASE WITHOUT CLAIMANT CONSENT. Sienna stopped beneath it with the red keycard, Blue Receipt, bracelet, hotel print, route-board print, Parcel Ledger Forty-Five strips, and Room 417 seal pressed flat inside her clear folder, every object visible and none of them loose.
Noah stayed behind the public tile seam, phone low, lens on the counter clock and the notice. "Local copy running. My Ledger access is still disabled." Tessa took the left pillar where the security camera could see her face. Jalen stood at the right pillar with his hands open. Pike arrived two steps behind them, dry coat over a wet collar, and Rusk's voice came from his phone before the clerk looked up.
"The newsroom material is contaminated," Rusk said. "City Hall should freeze the drawer until counsel can separate press custody from medical custody."
The archive clerk, a narrow man with a municipal badge that read Corvin Hale, touched the glass as if he could push the words back into the terminal. "C-7D cannot be opened from a press strip."
Mira laid the three Chapter Forty-Five strips against the public ledge, not through the slot. "It is not a press strip. Parcel Ledger Forty-Five says the closure copy cannot finalize without a City Hall medical-effects cross-index. Say the refusal code if you will not process the object match."
Hale looked at Sienna's folder. His eyes paused on the Room 417 seal. "Claimant object needed."
"Object present," Sienna said. She lifted the seal between two fingers and kept her thumb over the release face. "No checkout. No release. No consent."
The terminal blinked. Holt's name lit on Sienna's phone before the second blink finished. Sienna did not answer. The text preview opened across the lock screen: FINAL REVIEW HELD FIVE MINUTES. CITY HALL CAN CLEAR IF SEAL VISIBLE. Pike saw it and smiled as if the message had arrived for him.
"There," he said. "The hotel only needs visibility. Let the archive mirror it, and your room stays open."
Sienna turned the phone so Noah's camera could catch the words, then set it faceup on top of the seal without unlocking it. "Visibility is not release."
Hale swallowed. "The system may read the seal as a claimant condition."
"Then write that your system tries to turn a locked room into a medical tag," Mira said. She moved the route-board strip beside the parcel strip. "Use Closure Overlay Forty-Four as source. Use Parcel Ledger Forty-Five as the active request. Use the hotel print only as the final-review deadline. Use her seal only as visible non-consent."
Rusk's voice softened. That was worse. "Ms. Rowe, a medical-effects drawer may contain personal remains. If you push this, City Hall can classify you as seeking disaster-family material."
Sienna's hand tightened, but she did not step back. "I am seeking the tag they are using to close my room."
The clerk opened a refusal screen. The first option read NAME SEARCH REQUIRED. The second read CLAIMANT RELEASE REQUIRED. Mira tapped the glass below the third blank line. "There is always an object-state field."
"Not for C-7D."
"Then why did the newsroom strip name C-7D object match before hotel final review?"
Hale looked past her toward Pike. Pike's face gave him nothing, but Pike's hand shifted toward the slot where the strips lay. Jalen moved one foot, just enough that Pike would have to cross his body on camera to reach them.
"Do not make me the obstruction," Jalen said.
Tessa raised her phone at chest height. "The van witness sees the strips on the public ledge."
Hale clicked the blank line. The terminal asked for object presence. Sienna held the parcel strips under the glass with her right hand and the seal above them with her left, thumb still covering the release face. The reader flashed amber. A thin alarm chirped behind the counter. "Claimant condition detected," Hale whispered.
"Read the whole prompt," Mira said.
He did not. The printer under the counter answered for him. One inch of paper came out, then stopped.
Noah leaned close without crossing the seam. "It says non-consent field available."
Hale closed his eyes. "Non-consent object state accepted. C-7D may be reviewed by object match only."
The drawer wall behind him unlocked with a heavy municipal click. It was not a full door, only a gray tray that slid out from the archive cabinets. A blue-corner medical sleeve lay on top of a plastic effects card. Hale did not touch the sleeve at first. He stared at its label.
Pike stepped forward. "That drawer is frozen."
"It was frozen before we arrived," Mira said. "That is the point."
Hale lifted the sleeve by its clean edge and held it under the overhead camera. The tag inside was small, gray-white, and punched at one corner where a cord had once run through it. The visible line did not read a name. It read C-7D / EAST PARCEL BOX CLOSURE COPY / OBJECT MATCH PENDING. Under it, in darker print, was MEDICAL TAG FORTY-SIX.
Sienna made a sound so quiet the printer almost covered it. She pressed the bracelet against her wrist, not the glass. "Is it his?"
Rusk seized on the question. "That is a name request. Clerk, stop."
Sienna looked at the camera, then at Hale. "No. Do not search his name. Match the object they put in the box."
Hale placed the blue-corner sleeve beside the Parcel Ledger strip inside the glass. The scanner passed once, slow and white. The screen changed from amber to black text. Hale read because Mira did not let him look away. "Medical Tag Forty-Six. C-7D object match. Source package: East Parcel Box closure copy. Hotel final-review support path. Holt desk copy pending. Pike support-envelope bridge active. Rusk listener attached."
Pike's jaw hardened. "Support path is not closure."
The printer gave him the next line. Hale's voice thinned. "Room 417 cannot close through medical tag without claimant release. Claimant release not recorded. Object-present non-consent preserved."
Noah repeated the sentence for the local camera. Tessa lowered her phone for one breath, then raised it again when Holt's call lit Sienna's screen for the third time. Sienna ignored it. Her eyes stayed on the tag in the sleeve.
Mira pointed to the bottom of the page. "Who tried to make the tag satisfy the room?"
Hale pressed print. The drawer clicked again and brought up a second card, this one stamped HOSPITAL INTAKE REVIEW COPY in blue. "I can only produce routing," he said.
"Produce it."
The strip printed with a torn edge. Hale held it to the glass. "Routing station: Hospital Records Desk. Intake class: hearing badge review. Field: HBI-4 provisional, prior HBI-3 source tag attached. Purpose: verify C-7D medical-effects match before room final-review support. Handler note: do not convert object match to casualty-name merge."
Mira felt the old pattern try to become relief and stopped it. The tag did not free Theo. It only kept the room from swallowing his proof for another hour. "Next station?"
Hale's finger hovered. Rusk said, "No further production."
Sienna answered before Mira could. "If you stop here, the hotel says the tag cleared my room. Print the station that says it cannot."
Hale pressed the key. The final strip came out clean and fast: HEARING BADGE AT HOSPITAL RECORDS DESK FORTY-SEVEN. HBI-4 PROVISIONAL INTAKE REVIEW. PRODUCE BADGE FIELD BEFORE HOTEL FINAL REVIEW. CLAIMANT RELEASE NOT RECORDED.
Sienna held her sealed folder higher, so the camera caught the Room 417 seal, the medical tag inside the glass, and the strip in Hale's shaking hand. "City Hall just said my room cannot close through that tag."
Pike looked at the counter clock, not at her. "Hospital Records can still merge it."
Mira took the duplicate strips only after Hale slid them through the tray and Sienna nodded. "Then we get there before they turn object match into a name merge."
Noah backed toward the door with the local copy still running. Rain battered the City Hall steps. Behind the glass, the C-7D screen updated one last time: HBI-4 HEARING BADGE REVIEW REQUIRED BEFORE HOTEL FINAL REVIEW.
