Harbor Worksite had Rail Paint Intake Forty-Eight waiting before Mira reached the gate. The card sat in a clear sleeve on the guardhouse counter, already stamped support-envelope sample received, and beside it lay a clean strip of blue-painted rail no longer than Sienna's hand. It looked too new for a ruined harbor, too dry for the storm, and too eager to be found.
Sienna saw it through the glass and stopped. The hospital strips were still tucked above the City Hall C-7D copy in her folder, with the Blue Receipt, red keycard, bracelet, hotel print, route-board print, parcel slips, and Room 417 seal stacked underneath. She held the folder against her chest as if the papers had a pulse. "They made the answer before we asked."
"Local camera running," Noah said from behind Mira. He kept his phone low, pointed at the gate clock and the clean rail strip. "No Ledger login. No worksite network."
Tessa stood where the service lane camera could see her face. Jalen kept one boot on the yellow public line, hands open. A forklift idled beyond the chain fence with its forks under a sealed gray freezer drawer. Pike came out of the intake trailer with a helmet under his arm, and Rusk's voice followed from the speaker clipped to Pike's vest.
"Hospital Records asked for source confirmation," Rusk said. "Harbor Worksite has prepared a support sample. That satisfies the badge field without exposing protected worksite materials."
Mira did not touch the sleeve. "Prepared by whom?"
The gate clerk, Len Baird, looked older than he had during Intake Forty. He had a fresh Calder visitor sticker over his old worksite badge. "The card says support-envelope bridge."
"Read the bottom line."
Len's eyes moved. Pike said, "Do not editorialize."
Len swallowed. "Purpose: HBI-4 merge support. Room 417 final-review desk copy attached."
Sienna's fingers tightened around the folder, but the Room 417 seal stayed buried under her thumb. "Object present. No release."
Pike smiled at the guardhouse glass. "Nobody is asking for your release. We are closing a technical match."
"A technical match to a rail you staged in a sleeve," Mira said. She lifted the hospital strip but kept it outside the slot. "HBI-4 remains open until source confirmation. The hospital strip did not say support sample. It said Rail Paint Intake Forty-Eight."
Len glanced toward the freezer drawer on the forklift. "The intake is sealed under site hazard."
"Then your support sample cannot close the hospital field," Mira said.
Rusk cut in. "Counsel objects to expanding a hospital privacy hold into worksite seizure."
Jalen laughed once, sharp and humorless. "You brought the freezer to the gate."
The forklift driver looked at Pike. Pike looked at Sienna's folder, then at Noah's phone. "If you want the drawer opened, claimant has to present the Room 417 seal to prove standing."
"No," Sienna said.
Mira shifted half a step so the guardhouse camera caught the seal edge under Sienna's thumb without giving Pike the face of it. "Object present. Non-consent. Same as City Hall. Same as Hospital Records."
Len wiped both hands on his vest. "The source drawer has a mirror reader. It can read object-present without taking custody."
"It can read the clean support sample too," Pike said. "Run that and finish."
"Run both," Mira said. "Clean sample first, then the sealed source drawer. On camera."
Pike's expression changed by less than a breath, but Tessa saw it. "He does not want both," she said.
The clean rail strip went under the reader at Len's station. The screen threw green light across the counter. Support sample recognized. Pike leaned back as if the case had already ended. Then the second line appeared and the light turned amber. No source tag attached. HBI-4 merge not supported.
Noah repeated the words into his phone.
"That is a preliminary screen," Rusk said.
"It is your sample," Mira said. "Open the drawer."
Len pressed the freezer release. The forklift driver lowered the forks with a metallic groan. Frost burst from the drawer seam. Inside, under two evidence blankets, lay a rail plate with old blue paint blistered along one edge and a strip of medical tape baked into the rust. The tag wired through the handle read Rail Paint Intake Forty-Eight, source drawer C, received from Harbor Worksite south rail, prior HBI-3 attachment preserved.
Sienna inhaled hard. "C-7D."
Mira saw it too: a tiny black D at the torn end of the tape, half covered by blue paint. Len moved the mirror reader toward the drawer, then stopped. "It wants badge field active."
Holt's call lit Sienna's phone. Final review desk. Sienna looked at Mira.
"Answer on speaker," Mira said. "Do not touch the seal."
Sienna accepted with one knuckle. Holt's voice came strained and close. "Sienna, the hotel has a clean worksite support sample. If you do not resolve the seal question now, Room 417 goes into exceptional review."
Sienna held the phone beside the folder. "Your clean sample just failed."
Pike stepped toward the public line. Jalen moved between Pike and the folder without crossing it. "Camera sees you."
Len angled the mirror reader to the folder first. It caught the HBI-4 strip through plastic, then the City Hall C-7D copy, then the edge of the Room 417 seal. The screen blinked claimant release available.
"No," Sienna said before anyone else could speak.
The screen blinked again. Non-consent object present. Badge field active.
Len turned the reader toward the freezer drawer. The machine whined through frost, paused on the old paint, then clicked so loudly the guard in the booth flinched. A printer inside the trailer began hammering.
Pike said, "Len."
Len did not look at him. He tore the strip and held it against the glass. "Rail Paint Intake Forty-Eight source confirmation. Source drawer C matches HBI-4 badge field, Medical Tag Forty-Six C-7D object copy, prior HBI-3 attachment, and hospital non-consent badge hold. Clean support-envelope sample rejected. Room 417 final review cannot close through clean worksite support."
Sienna's face crumpled for one second, not into relief but into something more dangerous. "Say Pike's bridge."
Len printed the audit line. His hands shook harder this time. "Pike support-envelope bridge attempted clean-sample substitution before source drawer scan. Rusk listener attached. Holt final-review desk copy pending. Tribunal production required before witness rail can accept hotel support clearance."
Rusk's speaker went silent.
Mira let the silence sit until Noah had filmed the strip, the freezer drawer, the failed clean sample, and Sienna's closed hand over the seal. "Duplicate copies. One for claimant, one for tribunal intake, one stays with the drawer."
Pike smiled again, but it had gone flat. "You still have to get that rail into a room where it means something."
"No," Sienna said, taking the duplicate only after Mira nodded. "You have to explain why your clean rail got here first."
Len slid the last strip through the tray. It carried a blue receipt icon at the bottom, not a rail icon. Produce before witness rail, Tribunal Room Forty-Nine.
Mira looked past Pike to the frozen drawer, then to the clean strip dying under the green lamp. "Chapter Forty-Nine target: Blue Receipt at Tribunal Room. Rail source confirmation before the witness rail accepts a word from Holt."
