Her phone lay on top of them, still frozen at 04:44.
"They got here first," Noah said. He stood outside the yellow line with his phone angled down, local recording only, no newsroom icon, no live post. Tessa and Jalen took the bench beside the vending machine because Pike's two men had followed them in and chosen the opposite wall. The men did not touch anyone. They did not need to. Every patient in the records alcove could see which witnesses Calder wanted separated.
The clerk's badge read MARIS PELLAM, the same last name as the desk officer who had processed Chapter Twenty-Three. Her face tightened when she saw Mira. "HBI-2 is not active for public review. If this is about Theo Rowe, you need guardian authorization or a court production order."
"It is not a Theo Rowe request," Mira said. She put the City Hall inventory count flat against the pass-through. "Field request: C-7B-ROOM417. Hearing-badge intake review reactivation. Source tag checked out under K. Lorne companion review."
Maris looked past the paper to Sienna's phone. "Room property status is not medical intake."

"Process the room consent option, not the protected intake review."
Mira set the hospital-edged receipt beside the inventory count. "Read the desk's own line before you repeat him."
Maris did not touch it. "I can run a name search or a property consent reconciliation. I cannot reactivate HBI-2 from a City Hall count."
Sienna stepped to the counter before Mira could answer. She did not slide anything through. She pressed the red keycard on top of the Room 417 seal and kept the bracelet looped around her wrist. "If you need my room to open his file, then the file is using my room. Say that on the refusal."
One of Pike's men shifted off the wall. Jalen rose with empty hands. "Bench is fine," he said. "Camera sees me." Maris typed. The terminal rejected the first entry: NAME REQUIRED. She typed again, slower, after reading the receipt's field number without admitting she had read it. "No," Sienna said. The single second seemed to move the whole room. She laid the Blue Receipt across the counter glass, not through the slot. "You do not get a second from my room because you refuse to type the field."
Rusk's voice softened. "Ms. Rowe, accepting property reconciliation preserves your belongings and avoids exposing a minor's protected medical path."
"It exposes nothing except where they hid him," Sienna said. "My belongings are not a blanket you throw over Theo."
Maris looked at the waiting patients, at Jalen standing under the camera, at Tessa's trembling but steady phone, and finally at Mira. "The reactivation key is supervised."
"Then call the supervisor to the public side," Mira said. "If HBI-2 is protected, the protection can stand in front of the people it is hurting."

Vane glanced at Sienna's phone. The timer had not changed again, but the consent line pulsed as if breathing. "The room issue is collateral."
"Then separate it," Mira said. "Reactivate HBI-2 by field only, print the source-tag checkout, and prove the room has no medical trigger."
He hesitated. That was the first real answer. Rusk saw it too. "Mr. Vane, this desk should not accept a contaminated newsroom-city chain."
Noah said from behind the line, "My login is still disabled. You can write that down before you call it newsroom chain."
Maris's mouth twitched, not quite a smile. She reached under the counter and pulled out a narrow blue hearing-badge sleeve. It had been turned inside out so the number could not show. "If the supervisor authorizes field-only reactivation, I need the requesting badge held on the counter."
