City Hall had frozen the C-7B-ROOM417 companion-tag drawer before Mira reached the archive counter. The notice sat on yellow paper behind the glass, taped over the drawer map in a clerk's careful handwriting: DISASTER-RECORD REVIEW. NO COMPANION OBJECT PULLS WITHOUT COUNSEL RELEASE. Sienna read it once, then set the red keycard, Blue Receipt copy, Room 417 seal, and the Chapter Twenty-Nine strip in a straight line on the marble. "They knew we were coming from the annex." Noah kept his phone low, recording the counter, the yellow notice, and the clock above the service window. "Local file only," he said. "Still no Ledger login." Tessa stood at Jalen's shoulder, rain on her sleeve, watching the side door where Pike had followed them in but stopped under the security camera. "No," Sienna said, and the word landed hard enough for Lena to flinch. "You do not get my consent by making me choose between my room and my brother." She pressed the red keycard over the timer screen without unlocking it. "Process the field, not my seal." Rusk stepped closer. "If she refuses the consent path, the city has no responsive request." Mira turned the pull slip so the faded hospital band faced the counter camera. "Then log that counsel wants the timer to run because a minor's companion object is inconvenient." Pike moved at the side door. Jalen shifted with him, hands open as always. "Do not crowd them," Jalen said. Pike smiled at the camera. "I am observing public order." Tessa lifted her chin. "You observed the East Parcel Van too, once I said it out loud." Pike's smile thinned, and Lena heard that. Her hand moved toward the keyboard. Rusk said, "Ms. Ortiz, you are on notice." Lena typed only the field, not Theo's name. The archive terminal rejected it with a red bar: COMPANION TAG FREEZE. COUNSEL RELEASE REQUIRED. Holt's timer on Sienna's phone dropped to 08:11. The notice changed again: ROOM 417 HOLD CONVERSION MAY PROCEED UPON ARCHIVE NONPRODUCTION. Sienna made a sound Mira had not heard from her before, not fear, not anger, a cut-off breath that wanted to become both. Mira put two fingers on the counter between the girl and the phone. "Look at me. What are you choosing?" "The field," Sienna said. Her voice shook, but she did not look away. "Theo was not a suitcase. My room is not how they buy silence." She pushed the Blue Receipt copy forward with the red keycard. "Put that on the refusal." Lena swallowed and reached under the counter for the old exception log, the same carbon-bound kind Bram had used before the first drawer opened. Rusk placed one hand on the glass. "You will not expand a frozen disaster record because a displaced tenant dislikes the timer." Noah spoke without raising his phone. "That is a good sentence. Say it again toward the microphone." Rusk looked at him, then away. Mira read from the annex strip. "Parcel Ledger Twenty-Nine. East Parcel Van. D. Voss relay. M. Holt desk conversion request. Conversion source copied from annex parcel route nonproduction rule." She laid the pull slip beside it. "City Hall Archive Thirty. Medical Tag field C-7B-ROOM417. Produce companion tag and hold-conversion source before next property timer can run." Lena copied the words into the exception log. The terminal, still showing the red bar, clicked once inside the wall. A drawer somewhere behind the counter unlocked and then locked again. Lena froze. "That should not happen on refusal." Mira heard the difference in the building, a mechanical answer trying to hide inside procedure. "Which drawer?" Lena looked over her shoulder at the yellow notice. "C-7B companion shelf." Rusk said, "Do not open it." The timer dropped to 06:02. Sienna slid the Room 417 seal beside the field strip, but kept two fingers on it. "If the shelf answered, the field is there." Lena stood. "I can request a nonrelease inventory count." Rusk's jaw tightened because he knew what the phrase meant. Mira nodded once. "Do it on camera." The clerk walked to the back wall, pulled the yellow notice off the drawer map, and keyed a small side panel labeled OBJECT FIELD ONLY. Pike took one step into the hall. Jalen moved with him. "Still not touching you," Jalen said. "Still on camera." The side panel printed a narrow inventory count before the drawer opened. Lena brought it back without the tag, both hands visible. "Companion object exists," she read, eyes fixed on the paper. "C-7B-ROOM417. Field family responsive-minor medical effects. Linked room status: active hold conversion." Rusk reached for the count. Sienna snapped the red keycard down over the page. "My hand first," she said, exactly as she had at the annex latch. Mira held the page steady so the camera could catch the next lines. "Relay: D. Voss / municipal credential MB-4. Handling source: newsroom annex nonproduction copied into City Hall companion field. Hold conversion source: Room 417 property timer, Maren Holt desk channel, archive nonproduction trigger." Noah's face went pale behind the phone. "They made the city drawer the second hand on the hotel clock." Tessa whispered, "And if the drawer stayed frozen, the hotel got to move her things." Lena looked sick. "There is a companion tag, but the source tag is checked out." Mira's attention sharpened. "Checked out where?" The clerk turned the inventory count over, and the back printer line had already started forming, one letter at a time. Rusk moved too late. The receipt slid from the machine with a hospital blue edge printed along the bottom, not City Hall gray. Sienna caught it before Rusk could. Her thumb covered her room number, but the rest stayed visible. "Read it," she said. Mira took only the far corner. The line named no child. It named a review field. "Hospital Records Desk Thirty-One," she read into the camera. "Hearing badge intake review HBI-2 reactivation. Source tag checked out under K. Lorne companion review. Produce C-7B-ROOM417 source tag before Room 417 hold conversion closes." The timer on Sienna's phone stopped at 04:44. It did not clear. It waited. Rusk stared at the frozen seconds as if the pause itself had accused him. Pike's men shifted by the metal detector, and Jalen did not let them pass. Lena reached for a stamp with trembling fingers and marked the inventory count RESPONSIVE FIELD EXISTS / SOURCE TAG OFFSITE. Mira gathered the strip, the count, and the hospital-edged receipt without hiding any of them from the camera. Sienna kept the red keycard over the Room 417 seal. "Then we go to the hospital," she said, "before they teach that desk to say my room consented."
