Chapter 137: The Law That Needs No King
The nursery desk was too small for parchment, so Nora worked on the floor.
She spread the roll across the stone with Hope asleep on a blanket beside her, the baby's fist curled around the corner of the page she had already written and burned three times. The inkwell sat at her knee. The quill had been sharpened so many times the tip was almost too fine to hold.
Darius stood in the doorway. He had not spoken in ten minutes. He knew better than to offer a suggestion now.
"The law needs three signatures to hold under Winter Council precedent," she said without looking up. "An Alpha. A Luna. A seat elder. That's how every charter has been written for four hundred years."
"I know."
"You're an Alpha. You could sign it."
"I could."
"Rowan could sign it, if I forced him to his knees in front of the court. That would satisfy the first requirement and humiliate him in the same motion."
"It would."
Nora dipped the quill and wrote another line. The ink was dark and thin, and it bled into the fibers of the parchment like water finding its way through cracks in ice. "I'm not going to do either of those things."
Darius moved into the room slowly. He knelt on the other side of the blanket, close enough that she could feel the heat of him without touching. "Then what are you writing?"
"A release claim that doesn't require anyone's permission." She set the quill down and pressed her palm flat against the words she had just written. "The crown-moon mark has always been treated as a throne claim. That's why every court in the north would fight to control Hope. But a throne claim requires a court to recognize it. A release claim only requires the bearer to walk away."
Darius's jaw tightened. "You're releasing her from the crown-moon entirely."
"I'm releasing every daughter from the crown-moon entirely. Not just Hope. Every girl born with the mark from this day forward." Nora's voice stayed steady, but her hand trembled against the parchment. "The law says the mark binds the child to the pack's bloodline. I'm writing an amendment that says the mark binds the child to nothing but her own choice, and that choice cannot be made until she is of age."
"The Alphas will fight you."
"They can't fight a law they can't vote on." She lifted her hand and showed him the words she had written at the bottom of the page.
*This law is sealed by the blood of the author. No Alpha consent required. No Council ratification. No elder witness. The law stands or falls with the one who writes it.*
Darius read it twice. His expression did not change, but his hand moved to cover hers, palm warm and calloused and steady against her knuckles. "If the law falls, you fall with it."
"Yes."
"That's not protection. That's a suicide clause."
"It's the only way to make it work without your crown, Rowan's confession, or Elias's permission." She turned her hand under his and laced their fingers together. "I'm not dying, Darius. I'm making the cost of overturning this law equal to the cost of killing me. And no court in the north has the stomach to kill a mother in front of her child."
He held her gaze for a long moment. Then he lifted her hand to his mouth and pressed a kiss to her knuckles, slow and deliberate, his breath warm against her skin. "Then we make sure they never get the chance."
Nora pulled her hand free and picked up the quill.
She signed her name at the bottom.
The ink flared silver for a single heartbeat, then settled into black. The parchment rippled once, settled flat, and the words she had written began to glow faintly along the edges.
Hope stirred on the blanket but did not wake.
Nora stared at the page. The law had accepted her. It held. It worked.
And then the map on the wall--the old one that had hung in this room since before Darius inherited Frosthold--began to burn at the edges, the parchment curling inward, smoke rising from the borderlands where no cartographer had ever written a name.
The fire spelled out a single sentence in ash.
