The tribunal rail was closed for wet evidence cleaning when Mira reached Room Four with the Harbor Worksite print flat between two borrowed file boards and Sienna's Blue Receipt sealed inside the hospital sleeve. A yellow rope cut the witness line in half. A bailiff stood with a spray bottle in one hand, as if the room had prepared to wash the rail before anyone could ask why it was dirty. "No wet worksite paper on the rail," the bailiff said. Mira stopped at the rope. Behind her, Noah lifted his phone only waist high because the last security order had banned broadcast, not local recording. Tessa stood beside him with her name written on a city witness sticker. Jalen kept both palms visible, ten inches from the worksite print, while Pike watched from the Calder bench and smiled at the distance. Sienna looked at the cleaned strip of blue-painted wood, at the faint gray streaks still drying over it, and put her wrist in front of her body. The red bracelet had darkened in the rain but the knot held. "That rail heard my receipt before it heard their cleaning." The bailiff told her the room was under sanitation hold. Rusk rose from the Calder table and objected to any chain built through construction debris handled by a contaminated maintenance witness. Jalen's face tightened, but Tessa only touched his sleeve and stayed beside him. Mira said, "Mr. Ward did not handle the chip tray. He blocked Pike from moving it." Rusk answered, "After he placed himself between counsel and alleged evidence. That is contamination." Sienna's phone began to buzz against the hard wooden bench. She looked down. Holt again. The screen showed a second line under the name: Room 417 conversion window active. Rusk's voice softened with courtroom courtesy. "Ms. Rowe has a housing matter that may require her attention. Calder will not oppose a recess." Sienna answered and put the call on speaker before Mira could tell her to wait. "Say it in the tribunal room." Holt exhaled as if someone had shoved a script into her hand. "Room 417 property seal will convert to released effects at 12:10 unless resident or authorized storage claimant surrenders the receipt packet for reconciliation." "Which receipt packet?" Mira asked. Holt was silent. Sienna held up the blue sleeve. "This one?" The bailiff's spray bottle lowered an inch. "Ms. Rowe," Holt said, "do not remove protected personal effects from review." Sienna said, "I did not remove them. Your people keep chasing them." Rusk stepped toward the rope. "The call proves Calder is attempting orderly property review, not obstruction. The worksite print should be held outside the rail until the room can verify chain." Pike added, "And Ward should leave. If he is the supposed blocker, he is not a witness. He is part of the mess." Jalen shook once. "I will stand where the camera sees me." Tessa said, louder than he did, "I signed as witness at the parcel vault. If he leaves, I stay." The bailiff looked toward the dais. Tribunal Officer Vale had not entered through the rear door; she stood in the side aisle with her robe unfastened, listening. "The rope stays," Vale said. "The rail does not stay silent." Rusk turned. "Officer Vale, this is a sanitation hold." Vale said, "It is a witness rail. If sanitation began after a production command printed, the first question is who ordered cleaning before hearing." Mira lifted the worksite print. "Harbor Worksite printed Rail Paint Chip Twenty-Four preserved. It names Blue Receipt at Tribunal Room Twenty-Five as the next non-name production and says witness-rail command required before property-seal conversion." "Read it without placing wet paper on the rail," Vale said. Mira read the line. The room heard it. Holt's open call carried a little office noise, then a click that sounded like another person joining without announcing themselves. The bailiff held out a refusal slip. "I can log oral reading." Sienna said, "No." Everyone looked at her. She was pale from the rain and the night of moving from desk to desk, but her hand was steady when she unsealed the receipt sleeve. "They keep saying the paper is dirty when it comes from the worksite, protected when it comes from the hospital, private when it comes from my room, and abandoned when they want to take it. This one started with me. I put it there." Mira felt the old instinct to protect the witness by taking the object away from her. She did not move. Sienna needed the rail to record her choice, not Mira's cleaner hand. The bailiff said, "If you place it, you may not get it back today." Sienna answered, "I did not get my brother back either. Put that in the warning." She ducked under the rope before Rusk could object again. The bailiff moved to block her, but Vale said, "Let her approach. No one touches her wrist." Sienna laid the Blue Receipt on the witness rail. She kept the bracelet on her body and pressed only the plastic sleeve flat with two fingers. The scanner under the rail woke with a dry mechanical chirp, then rejected the first pass with a red light. Rusk smiled. "Not recognized." The screen above the clerk's station filled with a prompt: companion object required. Mira slid the Harbor Worksite print across the rope to the bailiff, not to Sienna. "Place the print beside it. Do not cover the receipt number." The bailiff hesitated. Vale said, "Use tongs if your hand is afraid." A small laugh ran through the public benches and died when Pike turned. The bailiff used a pair of evidence tongs to set the damp worksite print beside the receipt. The rail read both, chirped once, and lit blue around the receipt edge. The clerk read, "Blue Receipt original relief issue. Receipt family BO-TR-117-C. Companion match: Rail Paint Chip Twenty-Four. Object-residue disposition accepted. HBI-2 review hold. K. Lorne sub-review. Source relay D. Voss. Property-seal mirror active." Holt whispered over the phone, "Do not let it command." Noah said, "That came through on speaker." Rusk snapped, "Mr. Vale, instruct the witness to terminate an unrelated housing call." "It is not unrelated," Mira said. "The mirror is active." The screen flashed again, this time amber. The clerk swallowed. "Room 417 conversion timer attached." Sienna's fingers curled against the plastic sleeve. "How much time?" "Four minutes." Pike stepped off the Calder bench. "Then she can stop it by surrendering the bracelet for identity review." Sienna said, "No." Pike said, "Or the receipt." "No." The rail's printer woke before Vale spoke. Its first strip jammed halfway out. The bailiff reached for it. Jalen moved one step, still not touching the rail. "Do not tear it." Rusk said, "See? He is interfering again." Tessa raised her sticker toward the side camera. "He is telling the bailiff not to destroy the command." Vale crossed the room herself and freed the strip by pulling the roller latch instead of the paper. "The witness position is noted." The printer spat the rest of the line. Vale read it in a voice that carried to Holt's open phone. "Limited non-name production order. Witness-rail route field shall be produced before Room 417 property-seal conversion. Calder storage shall preserve sealed effects pending production. Next field: Caldwell Trailer Node Three shelter roster, insurer trailer twenty-six." The blue light held around Sienna's receipt. The amber timer stopped at three minutes and fifty-two seconds. Holt's call ended from the other side. Sienna did not pick up the receipt. She looked at Pike first, then at Vale. "So my room does not move until they print the roster." Vale tore the command cleanly and handed it to the clerk for stamping. "Your room does not move while this order is alive." Mira watched Pike's smile vanish. Rusk was already writing something for an appeal, but his pen cut through the paper. Noah lowered his phone and looked ashamed of how badly he wanted to send the footage. "Local copy only," he said before anyone accused him. "Local is enough," Mira said. The clerk stamped the order. A second, thinner strip slid out below it, not a command, just a route pointer in cheap black ink: SHELTER ROSTER AT INSURER TRAILER TWENTY-SIX. CALDWELL NODE THREE MUST SHOW WHO USED ROOM 417 TO HOLD THE RAIL. Sienna finally lifted her hand from the receipt. The bracelet stayed tied to her wrist. "Then we go before they clean that trailer too."
