Medical Tag at City Hall Archive 006
The city hall archive lights began shutting off at 3:17, forty-three minutes before the posted closing time. One row of fluorescents died, then another, leaving the public research room striped in gray. A clerk behind the counter pulled a metal shutter halfway down and did not meet the eyes of the three people hurrying across the marble floor with wet coats, a blood-stained paper towel, and a Caldwell evidence case.
"Archive closes at four," Mira said.
"Emergency records freeze," the clerk replied. Her badge read O. Penry, and her hand stayed on the shutter chain. "All disaster collections are unavailable until further notice."
Noah held up his phone, still open to the Ledger's partial screenshot. "Further notice from whom?"
"City counsel."
"City counsel does not get to close a public archive early because a newspaper found a parcel ledger."
Penry's mouth tightened. "Sir, you are not currently credentialed press."
Noah smiled like the sentence had hit an old bruise. "That was fast."
Sienna stood close enough to Mira that their sleeves touched. She had stopped looking frightened on the ride over. That worried Mira more than panic would have. The girl stared at the darkening stacks with a fixed, pale focus, as if Theo might be shelved behind one of the numbered doors.
A cart squeaked in the records corridor. Bram Haskell appeared between two shelving ranges with a stack of gray boxes high enough to hide half his face. He saw Mira, missed a step, and nearly lost the top box. The clerk snapped, "Mr. Haskell, those go to sealed storage."
"Yes," Bram said too quickly. "Sealed storage."
Mira read the label on the third box as he pushed past: HARBOR NORTH TRIAGE TAGS / MOBILE CLINIC UNITS. Bram's thumb covered the checkout code. His eyes flicked once to the reshelving alcove beside the public copier.
Penry noticed the look. "Bring that cart here."
Bram froze.
The choice arrived cleanly and cruelly. If Bram helped them, he would be the leak. If Mira forced the access under Caldwell authority, she would give Laurel Bane one more misconduct charge and put her employer on the log beside Theo's file. She set the evidence case on the counter and signed the visitor sheet in large, legible letters.
"Mira Chen, Caldwell Mutual Catastrophe Review," she said. "I am requesting inspection of medical triage material tied to a minor transfer and an active tribunal matter."
Penry looked startled despite herself. "You cannot just take responsibility for restricted city records."
"I am not taking them. I am putting my name where the obstruction can find me."
Noah let out one soft breath. Bram moved. He rolled the cart toward the copier alcove as if obeying a different instruction, bumped the wheel against the baseboard, and dropped the third box just hard enough for the lid to slide open.
Sienna was there before anyone else. She knelt beside the spilled folders, but she did not touch until Mira handed her gloves from the evidence case. "What am I looking for?"
"Theo Rowe. Anything with Rowe, Harbor North, mobile clinic, or unaccompanied."
Penry came around the counter. "Step away from the records."
Bram put himself in her path with a clipboard. His face had gone the color of paper. "I need you to initial the sealed-storage transfer before I can move the remaining boxes."
"Move."
"If the chain is wrong, counsel rejects the freeze."
It was a small lie built from procedure. It bought them seconds.
Sienna found the tag by sound, not sight. A clipped plastic band slid out of a folder and clicked against the tile. She picked it up with both gloved hands. The tag had once been white. Smoke had browned one edge. Blue ink marked the corner with the same orchard stamp that had started all of this.
Her lips moved before sound came. "Theo."
Mira crouched beside her. The tag read: ROWE, THEODORE. AGE 12. STATUS: RESPONSIVE. LOCATION FOUND: SERVICE BAY TRANSFER. TIME: 00:26. UNIT: MOBILE CLINIC C-7. Beneath that, in a smaller field, someone had typed UNACCOMPANIED MINOR - GUARDIAN SIGNATURE PENDING.
Sienna made a broken noise and pressed the back of her wrist to her mouth. "Responsive means alive."
"Yes," Mira said, and hated that the word had to pass through evidence before it could become mercy. "After midnight. After the casualty cutoff."
Noah photographed the tag from above, careful to include Mira's signed access line in the edge of the frame. Penry saw the phone and lunged. "No photographs."
Bram dropped the clipboard. It scattered forms across the floor like a deliberate accident. Penry stumbled over them, and Noah stepped back out of reach.
Mira slid a blank evidence sleeve under the tag without lifting it from Sienna's hands. "We are not removing the original. We are recording that it exists and requesting tribunal hold."
"You do not have authority to place a hold."
"Then deny it on the log."
Penry looked at the visitor sheet, at Mira's Caldwell name, at Sienna crying without making noise, and at Noah's phone already sending the image. Her face changed, not into sympathy, but into calculation. "Mobile Clinic C-7 records are not here."
Sienna looked up. "Where are they?"
The clerk pulled the shutter another inch lower. "Hospital records desk took custody after the flood."
Bram bent to gather the dropped forms. As he passed Mira one page, he pressed a small yellow routing slip beneath it. She palmed it before Penry could see.
HOSPITAL RECORDS DESK 007. C-7 INTAKE LEDGER. DO NOT REQUEST BY NAME.
The archive lights clicked off over the stacks, leaving only the public counter lamp and the red exit sign above the door.
Sienna held the sleeve steady while Mira sealed the tag photograph and the copied fields under her own signature. For the first time since the tribunal lobby, the girl looked less like someone guarding a ghost and more like someone holding a path.
"He was alive," Sienna said.
"Yes," Mira answered.
From the corridor outside the archive, a man's voice called for Officer Penry to secure the room. Mira slipped the yellow routing note into her case.
Theo Rowe had survived Harbor North. Someone had moved him to Mobile Clinic C-7. And the archive itself was warning them not to ask for him by name.
