Storm Map at Ruined Shelter 004
The public memorial gate at Harbor North had been chained shut with a new Calder lock. Someone had looped it through the blue-painted wreath hooks where families used to tie names on paper ribbons, and the fresh steel looked obscene against the salt-bleached fence. Beyond it, the ruined shelter sagged under gray noon light, windows boarded, roofline broken, intake awning still bearing three black scars from the fire.
Sienna stopped before the chain. "They changed the gate."
"When were you here last?" Mira asked.
"Two weeks ago. You could leave flowers then." Sienna touched one of the empty hooks. Her fingers came away white with paint dust. "Theo said if he got out first, he would wait at the map because nobody could miss it."
Mira looked through the fence. The intake corridor lay just beyond the awning, tiled walls exposed where storm crews had stripped the lobby. A faded evacuation map still hung inside a cracked plastic frame. If Theo's hotel pickup slip was real, the route from the tenant hotel service bay to Harbor North had to pass through this corridor after the shelter was already being treated as closed. A child should not have been moved through a closed shelter after midnight. A child should not have been there at all.
A white pickup rolled over the gravel behind them. Its door seal read CALDER ESTUARY TRUST - SITE SAFETY. The man who stepped out wore a hard hat too clean for demolition work. "This area is restricted."
Mira held up her Caldwell badge. "We need to verify a claim route tied to Harbor North."
"No one enters without Calder authorization."
"Then call the authorization desk."
"I am the authorization desk today."
Sienna gave him one sharp look. "You locked the memorial."
His expression did not change, which told Mira more than a denial would have. Her phone buzzed before she could answer. Unknown city number. She took it on speaker.
"Mira Chen?" a woman whispered. Paper rustled near the receiver. "This is Bram Haskell from tribunal logistics. I should not be calling from the archive room."
The Calder guard straightened at the name. Mira turned slightly, blocking his view of the screen. "Go ahead."
"The Harbor North map inventory has been corrected. The official record now says the public storm map was replaced at 20:03, after the reversal."
"Now says?" Mira asked.
"The old tag scan in the archive clocked a replacement at 18:51. I only saw it because the correction failed to overwrite a thumbnail. If you are at the shelter, do not let them take the frame."
The guard reached for his radio. "Call is over."
Sienna moved first. She ducked under the loose lower edge of the fence where storm water had bent the mesh outward. Mira swore once, followed, and heard the guard shout behind them. Gravel shifted under her shoes; broken safety glass glittered in the weeds. Sienna was already under the awning, pulling at the intake door with both hands.
"It is jammed," Sienna said.
Mira drove her shoulder into the door. The swollen frame gave with a wooden crack, and damp air rolled out, sour with mold, ash, and old seawater. The corridor beyond was narrow. On the left wall, black tape marked where bodies had once been counted. On the right, the storm map waited under plastic, its colors bleached pale except for one blue overlay strip cutting from the tenant hotel district to Harbor North.
Sienna stared at it. "That is not the map Theo saw on the news."
"How do you know?"
"Because he called me from the bus desk and said the green road was safe. He said, 'They changed us to the blue road because the green road is full.'" She stepped closer until her breath fogged the cracked plastic. "But the public map had the green road open until after seven."
The Calder guard hit the door behind them. "Open it."
Mira took out her phone and photographed the map through the plastic. Glare from the broken roof flashed across the image. She shifted left, took another. The blue overlay had been glued over the old road, not printed with it. Under one lifted corner, the original green route still showed.
"Mira," Sienna said.
The bottom of the frame had split. Beneath the plastic, a waterlogged paper strip had curled away from the backing, trapped under a fan of broken glass. Sienna knelt and reached for it before Mira could stop her.
"Careful."
"Theo said the blue road went past the service bay." Sienna's fingertips trembled as she pinched the strip. "If this is the same--"
The guard's shoulder hit the door. The frame shook. The glass shifted with a thin, vicious sound, slicing a red line across Sienna's thumb. She did not let go.
Mira had one clean choice for evidence and one human choice for the witness. She grabbed Sienna's wrist, pulled her hand back from the glass, and used the edge of her own badge case to lift the strip free. Blood dotted the map corner. The blue overlay came with it, peeling away in a ragged ribbon that exposed the older route underneath.
On the back of the strip, an inventory tag had survived in black thermal ink.

Sienna made a sound like a laugh breaking. "Before the storm changed."
"Before the public was told it changed," Mira said.
The door burst inward. The Calder guard came through with his radio raised. Behind him, another worker lifted a phone and started recording, not Mira, not Sienna, but the map in Mira's hand.
"Put that down," the guard said.
Mira held the strip up where the worker's camera could see the timestamp. "This map changed the route before the city changed the forecast."
"That is site property."
"It is evidence in a minor transfer."
The guard stepped toward her. Sienna stepped between them before Mira could stop her, thumb bleeding onto her sleeve. "My brother followed that blue road."
For one second, the ruined shelter held its breath around them. Then a voice crackled from the guard's radio, loud enough for everyone in the corridor to hear.
"Do not let Chen leave with the parcel ledger reference."
Mira looked down at the torn map strip. Under the inventory tag, half hidden by water stain, a second line named the next file location.
