The black square did not wait for the windows to finish answering the roster. PRIVATE SKY PUBLIC DEBT MUST BE ASSIGNED. The words appeared under the verified absence line, and every fallen donor plate threw a red shard back at Judge Vale's bench. Liora's blue repair square warmed in short pulses beneath the cloth, not steady enough to be comfort, too alive to be ignored.
"Payer identity," the power company voice said, arriving clean and official through city counsel's tablet. "Family billing account, ward allocation, donor reimbursement class, and operator owner. Debt cannot be assigned without debtor." The rough public plug went smooth under the soot-nailed witness's bandage. She jerked as if the smoothness hurt worse than the grit. Elise's pencil made a small hooked line beside the alarm mark and left its center empty.
"No payer," Mira said. Northstar's attorney let out a soft laugh. "Debt without payer is theater." "Debt with a protected payer is capture," Mira said. The fourth light dipped, then rose when Vale's pen stopped above the word payer instead of writing it. Clay looked at the bad witness before he moved, and the man behind the fogged pane breathed once, not permission, not refusal, only warning. Clay stayed where he was.

The windows answered not together but near enough to sound like a building learning a harder breath. The public plug stayed rough under the soot-nailed witness's palm.
