Chapter 011: No Candle Policy
The first shutter hit the memorial shelf hard enough to make the four battery candles jump. Plastic flames flickered against the metal slats. The paper star slid sideways, catching on the edge of a folded straw ladder, and the blue crayon crescent turned face-down as if the ward itself wanted the color hidden.
"Keep the camera on the shelf," Mira said. The dinosaur boy lifted the tablet with both hands. His mother braced her arms around him so the access officer could not knock it aside without shoving a child on camera. Behind them, the donor wall still flashed its red destinations: Seven to Northstar Mercy Annex, Cracked Star to Cedar Sky Room 3 transfer review, Ladder searching, Crescent under the no-family-candle policy.
"Civilian heat sources are prohibited," Vale said through the speaker. "Clear them before any medical transport review continues."
"They are battery candles," Mira said. "No flame."
"Memorial objects reveal protected identities." The words came too fast. The clerk heard it too; her face tightened before she could smooth it back into court expression.
Dr. Keth kept one hand over the oxygen valve panel. "Medical hold remains. Nothing about plastic candles changes bed twelve's breathing."
The donor guardian stepped around Mira, not toward Elise, but toward the shelf. "Policy compliance comes first. The annex will not accept transfer material contaminated by family displays."
"Then the displays are transfer material," Mira said. The second shutter dropped another inch. One battery candle tipped and rolled toward the grate at the lower wall. Aunt Liora thrust her fingers through from below. She missed it once, scraped her knuckles on rust, then caught the candle before it vanished into the dark.
"Liora, hold it where the camera can see," Mira called. Aunt Liora lifted the candle into the lens line. Its paper sleeve had been taped around the base, softened from old handling. A child's careful block letters circled it: CRACKED STAR - ROOM 3 - DO NOT SEND WITHOUT SONG.
The ceiling voice broke into a gasp. "That one is mine."
Elise jerked against the rail. Keth moved her free hand to Elise's shoulder, but Elise was not seizing. She was pointing, two fingers shaking toward the shelf, then toward the red Cracked Star slot on the donor wall.
Mira forced each word to stay plain. "The candle identifies Cracked Star as a child from Room 3. The donor wall is routing Cracked Star to Mercy Annex while the court orders the candle cleared."
"Interpreter is testifying," the clerk snapped.
"Interpreter is describing visible writing and visible routing."
The access officer lunged for the tablet. The boy's mother twisted again, but this time the tablet bumped the wall and caught a close view of the shelf before the screen steadied: straw ladder, blue crescent, three candles left under the shutter, one paper star jammed in the rail teeth. The ladder had a red thread tied through its top rung.
Clay's voice came from the floor, low and clipped. "Read-only observation: that thread matches the Cedar foster roster symbol beside Ladder."
The donor guardian rounded on him. "You are under instruction not to operate."
"I am reading what the family camera shows."
"Then stop reading."
"No." The word surprised everyone, Clay included. He did not reach for any panel. He did not tap a command. He only kept his left palm open on the floor and his right hand curled shut, as if holding himself away from the old habit of taking charge.
The donor wall changed. Under Ladder, the searching line resolved: MERCY ANNEX / ELEVATOR B / SHELTER COURT HOLD. The blue crescent slot brightened next, then dimmed, then brightened again in a rhythm that matched the candle flicker.
The clerk pointed at Mira. "You are obstructing a safety order."
"A safety order that clears names before the elevator opens."
"Names are privacy hazards."
"Names are how families object." Vale's speaker hissed with breath. "Ms. Sol, you have one warning. Move away from the shelf."
Mira did not move. She put her back against the donor wall button column and kept both hands visible. "I am not touching the controls. I am preventing evidence destruction until Dr. Keth's medical hold is honored."
Keth's jaw tightened. "Medical hold is honored when no one moves bed twelve, no one reroutes oxygen, and no one clears patient-linked evidence under a custody transfer."
"Doctor," Vale said, "you are not the custodian of memorial clutter."
"No," Keth said. "I am the doctor who sees a child's oxygen line tied to a ceiling feed that knows these objects by name."
The third shutter dropped. The paper star bent. Elise made a sound around the tube, not a word, but Mira heard the shape of panic in it. The false sky above bed twelve flickered, and for half a second the projection lost its stars. In the blank square where the ceiling image failed, four tiny labels appeared in white diagnostic text: SEVEN: BLANKET; CRACKED STAR: SONG; LADDER: RED THREAD; CRESCENT: BLUE WINDOW.
"Camera up," Mira said. The boy lifted the tablet higher. His mother lifted him under the arms so he could see over the officer's shoulder. The officer grabbed the woman's sleeve. She did not let go of her son.
"He is filming children," the officer said.
"He is a child filming the wall that wants children moved," Mira said.
Aunt Liora shoved the candle through the grate toward Mira. "Take it. They will break it down here."
The access officer kicked the candle away from Mira's reach. It spun under the donor guardian's shoe. He bent to pick it up, careful and smiling now, ready to make removal look gentle.
Elise slapped the rail. The sound was small but absolute. Once. Twice. Three times. Mira looked at her sister. Elise's eyes had fixed on the bent paper star caught in the shutter. Her fingers made the old Sol family sign for wait, then changed. Not wait. Sing.
"Cracked Star said do not send without song," Mira said. The ceiling voice whispered, "Liora sang stair song." Aunt Liora began before anyone ordered her silent. Her voice came broken through the grate, a rough melody Mira remembered from blackout nights in the old apartment, when the lights died and Liora counted steps by sound so the girls would not cry. Elise's mouth opened around the tube. No sound came, but the ceiling recognized her. The red Cracked Star destination blinked and stopped moving.
TRANSFER REVIEW PAUSED: FAMILY SONG CONFLICT.
The donor guardian's smile vanished. The clerk said, "That is contamination."
"That is family contact," Mira said.
The fourth candle slid forward under the shutter. Its sleeve showed a blue crescent and one more line: ELEVATOR B AFTER CANDLES OUT. The wall read it before Mira did. A panel at the far end of Cedar Ward unlocked with a heavy magnetic cough.
Clay turned his head toward the sound. "Elevator B is not on Fire Board A."
"Ash Board B?" Mira asked.
"Lower route," he said. "It goes back to the shelter court without passing the public lobby." Vale's order came sharp enough to crack. "Seal Elevator B."
The donor wall answered first: SHELTER COURT HOLD READY FOR FOUR MINORS.
Mira took one step toward the opening panel, leaving her shoulder still close enough to block the transfer buttons. "Keep filming," she told the boy. "We found where the candles go when they go out."
